Shambhala is a casino and entertainment complex located in the Borovoe (Burabay) gambling zone in Akmola Region, Kazakhstan. Borovoe is one of two designated zones in Kazakhstan where casino gambling is legal, established under the 2007 legislation that closed city-based casinos.
