Veikkaus is the Finnish state-owned online and retail gambling operator at veikkaus.fi, holding the exclusive monopoly licence for gambling services in mainland Finland. It is operated by Veikkaus Oy, a state-owned limited company that absorbed the former RAY (slots) and Fintoto (horse racing) monopolies in 2017 and operates under the Finnish Lotteries Act (1047/2001). The platform offers lottery, scratch cards, slots, live dealer tables, table games, sports betting, and bingo to Finnish residents only. Veikkaus will retain its monopoly over lotteries, scratch cards, and land-based gaming after the new licensing market opens to competition for online casino and sports betting on 1 July 2027.
