Ballot questions in three northeast Indiana counties that would have permitted inland casino gambling, including slots, table games and sports betting, were defeated.

Northeast Indiana Voters Turn Down Casino Measures in Allen, DeKalb and Steuben

Voters in three northeast Indiana counties have refused to open their communities to casino gambling, rejecting local ballot questions in Allen, DeKalb and Steuben counties by wide margins. The referendums, held on Election Day, each asked residents whether to authorize "inland casino gambling" within their county borders.

The measures were not limited to one form of wagering. Had they passed, they would have cleared the way for slot machines, table games and sports betting — the full package of casino-style products rather than a single vertical. All three questions failed, meaning none of the three counties will host a casino under the proposal as it stood.

The county-level votes trace back to a bill in the Indiana House of Representatives, which set up the referendums as a condition for any inland casino development in the region. Under that framework, local approval was a prerequisite: without a favorable vote in a given county, a project could not move forward there. With all three counties voting no, that path is closed for the time being.

Referendums of this kind are a common feature of gaming expansion debates, placing the decision directly with residents of the communities that would host a facility rather than leaving it solely to state lawmakers or regulators. Supporters typically frame such votes as an economic development question, while opponents raise concerns about gambling-related harm and local impact. In this case, the electorate in all three counties came down on the same side.

The outcome leaves northeast Indiana without an inland casino licensee arising from the House bill, and it removes sports betting and table games from the list of products that could have been offered locally. It is not yet clear whether lawmakers will revisit the legislation or whether proponents will attempt another ballot effort in a future election cycle.
